In 2018, the World Philanthropy Forum, organized by Chinese People's Association for Friendship with Foreign Countries (CPAFFC), Tsinghua University, The University of Hong Kong (HKU) and The Chinese University of Hong Kong (CUHK), released the "International Philanthropy Talents Development Program". From June 2 to 8, the Session II of the Program, jointly hosted by China Friendship Foundation for Peace and Development and Institute for Philanthropy Tsinghua University, was successfully held in Hanoi of Vietnam and Manila of the Philippines. Leaders from 11 domestic social organizations attended the event.

During the visit to Vietnam, the delegation visited Vietnam Union of Friendship Organizations and the People's Aid Coordinating Committee. Nguyen Phuong Nga, President of Vietnam Union of Friendship Organizations (VUFO) expressed her appreciation of the rapid development of social organizations in China and extended proactive support to the World Philanthropy Forum and its related activities. According to her, Vietnam values the relationship between the two countries and the traditional friendship developed by the previous generation of Chinese and Vietnamese leaders. She believes that the communication between Vietnamese and Chinese social organizations will effectively drive the two countries' cooperation in philanthropy and contribute to the friendship between the two countries. Mr. Phan Anh Son, head of the People's Aid Coordinating Committee (PACCOM), gave a detailed introduction of the profile of local social organizations in Vietnam and the management approaches for foreign non-governmental organizations in Vietnam. He also had in-depth discussion with the Chinese delegation on facilitating mutual learning and cooperation between Chinese and Vietnamese social organizations. In addition, the delegation held meetings with VUFO-NGO Resource Centre, Oxfam in Vietnam, PanNature, Centre for Sustainable Rural Development, Management and Sustainable Development Institute, and research institutions on the sustainable development of society, economy and the environment. At the meetings, they discussed the participation of social organizations in international cooperation and the raising of international project funds, and reached preliminary cooperation and consensus on children's protection, medical aid, education support and poverty alleviation of rural areas.

During the visit to the Philippines, the delegation attended the "China-Philippines Seminar on Climate Change", where they listened to the keynote speeches on climate change research and potentials of China-Philippines cooperation in climate actions made by representatives from the Climate Change Commission (CCC) of the Philippines and the municipal government departments of Salcedo, Balangiga and Hinatuan. The delegation also discussed with the Center for Energy, Ecology and Development of the Philippines, Oxfam in the Philippines and other local social organizations on the methods of poverty alleviation including addressing climate change. Furthermore, the delegation visited the International Institute of Rural Reconstruction in the Philippines and Asian Institute of Management and exchanged opinions with them on the poverty alleviation targeting farmers and rural areas and the development of talent for social work. The visit has strengthened the delegation's communication with and understanding of Philippine social organizations.

The event has allowed the participants to fully understand the current development, policies, regulations, regulatory systems and fundraising channels of social organizations in Vietnam and the Philippines and learn their transnational operation models and methods. This helps to enhance the international vision of the leaders of Chinese social organizations and explore areas and opportunities for international cooperation. It has also served as an important platform to facilitate communication between Chinese and foreign social organizations, and played an active role in strengthening the traditional friendship between China and its neighboring countries to jointly promote the "Belt and Road" development.

The International Philanthropy Talents Development Program will be held on a long-term basis within the framework of the World Philanthropy Forum, with a diversity of high-calibre philanthropic talent development sub-programs to be hosted, such as Master of Non-profit Organization Management or Philanthropy Management. At the coming Fourth World Philanthropy Forum to be held in early September in Hong Kong, trainees of the two sessions of the International Philanthropy Talents Development Program for this year will share their experience.
